We recently detected abnormal human signatures in the perimeter of [Origin-00] region.These signals exhibited activity patterns inconsistent with any known U.R.C. squads with obvious aggressive characteristics.
Preliminary reconnaisance intel suggests that these signals originate from survivors that were trapped inside dimensional fragments. Based on our previous records, most of these survivors belongs to a cohort which identified themselves as the "Cookie Crumbs", a wasteland tribe rooted in the law of jungle.
According to the U.R.C. Operational Guidelines, Article 5, Chapter 12, Section 2, when encountering humans who may pose a threat to U.R.C. operations or U.R.C. personels inside paradimensional spaces, preemptive actions may be taken upon approval.
You are hereby authorized to use lethal force proactively against human targets, wipe them out. Intel indicates they only possess scavanged or makeshift weapons, but don't drop your guards.
