We recently discovered multiple armed personnels with unusual behavioral patterns in the [Origin-00] region. Their equpment, maneuvers, even communications are highly similar to U.R.C., but they are not with us.
Comparative analysis suggests that these personnels belong to the "Fallen Leaf", an organization founded by a ordinary human who accidentally entered dimensional fragment, who wish to return to the Earth. They claim to be a "mirrored image" of the U.R.C., but we don't share the same stance.
According to the U.R.C. Operational Guidelines, Article 5, Chapter 12, Section 2, when encountering humans who may pose a threat to U.R.C. operations or U.R.C. personels inside paradimensional spaces, preemptive actions may be taken upon approval.
You are hereby authorized to use lethal force proactively against human targets, stop their operations in this region. Do not underestimate your foes, the majority of them will be armed with automatic weapons and body armors.
